1996 Dodge Grand Caravan, doesn't start like battery is dead (good btw) but makes a wierd buzzing sound under?

the dash. Very wierd. Jumps just fine, starts right up but when you stop the buzzing sounds starts than it won't start again. I figured it was the alternator (water pump was just replaced few months back ouch) Now this and it looks as if the alternator

If the noise is from under the dash then it's not the alternator. If the voltage regulator fails in the alternator then a light typically lights up on the dash.
