02 liberty overheating issue?

I have a 2002 Jeep Liberty Limited 3.7 v6 with a trouble code P1491

the car is overheating when at idle or in traffic...
Ive already checked the fuse, it was good...
The fan is good, it worked when directly wired to battery...

POSSIBLE CAUSES.

Intermittent condition
Ground circuit
Fused B+ output circuit
Radiator fan relay control circuit
Radiator fan relay control circuit short to ground
PCM
