Seat belt replacement?

I have a 1998 Toyota Camry and one of the rear seat-belts is permanently locked, I've taken the panel off and determined the re-tractor just needs to be replaced. The dealership said it would be about 180 dollars to get it replaced which is ridiculous,

Those retractors don't break.Try rapping on it sharply and tug on it different ways.My guess is that it will free itself.
